Rebels from the DRC and government officials open talks in Kampala

Rebels from the Democratic Republic of Congo and government officials have opened talks in the Ugandan capital, Kampala, with both sides vowing to end a crisis that has led to widespread atrocities. M23 rebels are expected to present the DRC officials with a list of demands, including a call for major political reform. Meanwhile, the 15-nation member Southern African Development Community (SADC) ended an emergency summit on the eastern DRC with an agreement to lead the force, with troops. SADC summit-host and Tanzanian President Jakaya Kikwete said that some 4,000 SADC troops would be ready to deploy to the region by 14 December. RFI asked expert Georges Nzongola-Ntalaja whether the decisions at the meetings would prompt changes in the eastern DRC.
