International Whaling Commission debates indigenous whaling rights

The International Whaling Commission kicked off its annual meeting on Monday in Panama. Two of the major issues that are being examined are whaling rights for indigenous peoples and the creation of a whale sanctuary. Phil Kline, senior Oceans Campaigner at Greenpeace, is attending the conference.
