Over the past five years, life in many of Rio de Janeiro ’s favelas, or socially deprived areas, has got better. Crime has fallen, while property values have shot up in some of the hillside communities overlooking the city’s famous beaches. But in the favela of Mare, a sprawling settlement in the city’s ugly northern suburbs, the government has sent in troops to secure the peace.
