The two other secular candidates include a diplomat living in the US, and one of the Dalai Lama's former respresentatives.
It remains unclear whether the new leader will have the power or influence to advance the Tibetan cause. However, in light of the Dalai Lama's transition, the incumbent may have more responsibility.
The Dalai Lama, who remains the spiritual leader, has always championed for autonomy for Tibetans in China.
The result of the election is expected on 27 April.
