Qutbuddin Hilal - Hekmatyar's man on ballot paper
Qutbuddin Hilal, 61, was a member of Gulbuddin Hekmatyar's Hezb-e-Islami (HIA) during the Soviet occupation.

Hekmatyar continues to fight the Karzai government alongside the Taliban, although some of his associates have formed a legal party, holding governorships and seats in the Loya Jirga.
Hilal was HIA chief negotiator in peace negotiations, although it is unclear whether he had a mandate from Hekmatyar.
Hilal served as first vice-president in 1993 and 1996
