Hekmatyar continues to fight the Karzai government alongside the Taliban, although some of his associates have formed a legal party, holding governorships and seats in the Loya Jirga.

Hilal was HIA chief negotiator in peace negotiations, although it is unclear whether he had a mandate from Hekmatyar.

Hilal served as first vice-president in 1993 and 1996

Running mates:

  • First vice-president, Enayatullah Enayat;
  • Second vice-president, Mohammad Ali Nabizada.
