Voters in Bhutan, the small mountain state in the Himalayas, go to the polls today for only the second time. The first elections ever were held in 2008, after the Buddhist monarchy gave up its absolute power. Voters will first choose members of the National Council - the non-party Upper House - on Tuesday. In the weeks to follow, the Upper House will decide which of five parties will form the next government in the National Assembly.
