Turkey reforms fail to satisfy minorities

Reaction to the Turkish government's proposed democracy reforms has been lukewarm. Pro-Kurdish leaders say it doesn't address basic issues that have stalled the ongoing peace process between Turkey and Kurdish insurgency in the south-east of the country. But some minority leaders are holding out hope for more.
