"All the evidence so far clearly shows that these incidents have nothing to do with any kind of organised international terrorism," Foreign Minister Dimitris Droutsas told reporters in Athens on Wednesday.
Thirteen bombs have been accounted for so far, including one that reached the German chancellery in Berlin, addressed to Chancellor Angela Merkel.
Another addressed to Italian Prime Minister Silvio Berlusconi was discovered Tuesday on a courier plane on its way Paris, after it had been diverted to Bologna. The parcel caught fire when experts in Bologna tried to open it.
Two men carrying a parcel intended for French President Nicolas Sarkozy were arrested, and another is wanted. All are suspected members of a far-left group called Conspiracy of Fire Nuclei.
Italy opened an inquiry into the bomb addressed to Berlusconi, and the Italian secret services are investigating a possible link between the Greek group and Italian groups, according to the ANSA news agency.
