Three of the four men were Swedish residents who entered the country between Tuesday night and Wednesday morning, according to the Danish Intelligence Agency (PET).
Jacob Scharf, head of PET, said in a statement that the arrests had stopped "an imminent terror attack", adding that the suspects had allegedly planned to "kill as many people as possible".
The case is subject to confidentiality and the police said no further information would be divulged for the time being, although PET is planning to hold a press conference at 5pm local time on Wednesday.
The suspects are not thought to have any connection to the attempted bombing in Stockholm on 11 December this year.
