As of January 2017, some 1.6 million people were officially registered as internally displaced persons (IDPs), according to the European Commission’s Humanitarian Aid office.

During Maurer's meeting with Ukrainian president Petro Poroshenko in Kiev and pro-Russia separatist leaders in the eastern part of the country, he called for the Red Cross to have complete access to all those who require humanitarian assistance.
