Kuwait and Bahrein, like Saudi Arabia, recalled their ambassadors for “consultations”, saying, “No one can accept the bloodshed in Syria … the military option must be halted.”

On Sunday the usually discreet Saudis called on Damascus to “stop the killing machine”.

France on Monday called for a “democratic transition”, condemning “massive violations of human rights” and dubbing President Bashar al-Assad’s promise of elections a “foot-dragging manoeuvre”.

Saturday’s arrest of opposition figure Walid al-Bounni and continuing repression “do not allow any credit whatsoever to be extended to the new statements […] about the organisation of future free and fair elections”, foreign affairs ministry spokesperson Christine Fages told reporters.

Security forces on Monday shot dead a woman and her two children who were fleeing the military offensive on Deir Ezzor, the UK-based Syrian Observatory for Human Rights said.

Assad on Sunday said his security forces were right to "deal with outlaws who cut off roads, seal towns and terrorise residents".
