School is mandatory in France until the age of 16 and everyone presumably has been taught to read, write and do basic maths. But an estimated one in 15 people is functionally illiterate. Of those 2.5 million people, half are in the workforce. One company in the northern French town of Arras has decided it is worth investing in reading lessons for a dozen of its employees.
