Can Syrian peace plan be implemented?

Syria has accepted UN-Arab League special envoy Kofi Annan's proposal that aims at ending bloodshed in the country. But Annan's spokesperson has warned that implementation is key to peace. Under the plan, there is to be a UN-supervised halt to fighting, with government forces pulling troops and heavy weapons out of protest cities. There will be a two-hour humanitaran ceasefire. Salman Shaikh, director of Brookings Doha Center, a Syrian analyst on what the prospects are for the implementation of the plan.
